Targeted consulting to sharpen strategy, structure, review readiness, and agency alignment for competitive research funding submissions.
Strategic, insider-perspective guidance for academic research proposals, with emphasis on scientific computing, computational science, technical framing, and reviewer-focused narrative development.
Independent red-team critique of draft proposals or pre-proposals for DOE, NSF, and related agencies, identifying weaknesses before reviewers see the submission.
Advice on specific Notices of Funding Opportunities, including program fit, strategic emphasis, reviewer expectations, and practical decisions before drafting begins.
Coaching and review for early-career researchers applying to DOE’s competitive program, informed by former DOE program manager experience and agency priorities.
Targeted consulting for NSF CAREER applicants, including proposal strategy, red-team review, and alignment with NSF CISE expectations and research impact.
Support for institutional management teams choosing among pre-proposals when submission limits apply, using research fit, competitiveness, and agency alignment as filters.

We begin by reviewing the funding opportunity, eligibility, review criteria, and program priorities. This helps clarify whether the research concept fits the agency’s goals and where the proposal needs stronger positioning before major drafting or revision begins.

His deep insider knowledge of DOE and NSF funding processes, combined with his landmark achievement of building Sandia's climate modeling program, makes him a uniquely qualified advisor for researchers seeking to propose scientific work with confidence.
Proposal development is the structured process of turning a research idea into a competitive funding submission. It includes interpreting the solicitation, clarifying project goals, aligning the narrative with review criteria, strengthening technical merit, planning supporting documents, and improving clarity before submission. For scientific computing proposals, it also means presenting the computational approach, team capability, and broader research significance in language reviewers can evaluate confidently.
